I live in Chicago... Soooooo uh, what pokemon conveys murder, political corruption, and violent crimes a lot? :P Hehe just kidding. Urban environment though, aaah lets see.

Rare
Gengar + Haunter, lurking in city infrastructure.
Honchkrow, nocturnally preying on things in the inner city.
Dragonair, messing with the weather from inside the Chicago River.
Blastoise, secretly helping manage the city's water pressure or patrolling the historic water tower.
Uncommon
Pelliper, floating on the lake in the lakefront district.
Exploud / Loudred, lurking around the ADP building off Michigan avenue, attracted by all the acoustic workings
Galvantula - siphoning power form the L-Trains lines.
Muk - sewer systems and back alleys
Common
Pachirisu, Linoone, and skuntank - perusing garbage in alleyways.
Wingull, Pidove, murkrow, and noctowl - being typical city birds.
Machop, Drillbur, Timburr and Gurdurr - for all the constant big city contruction,
Lilipup and growlithe, because everyone here has little dogs, not big ones. : c
Meowth and glameow, because feral cats are a big thing in any big city.

I live in an industrial and coastal Scottish town so:

Common:
Wingull - down by the harbour and in the rafters of the football stadium by the beach
Pidove - in the town square and around the housing estates
Murkrow - again you'd see plenty of them around town
Mothim - loads at night, especially near the woodland
Spinarak and Combee- quite common in my garden
Krabby, Clauncher - Big beach with plenty rock pools
Trubbish - Hanging about in the rough areas, amongst the rubbish on the streets
Ducklett and Swanna - we have a large pond in the big park
Miltank, Mareep, Ponyta/Rapidash - best substitutes for farm animals
Magikarp - Filling the seafront and pond
Grimer, Muk, Koffing and Weezing - Old linoleum factories that are no longer in use and smell very very bad

Uncommon:
Stantler/Deerling/Sawsbuck - Nearby woodland and open fields suitable for them to roam
Onix, Conkeldurr, Golem - there are a few disused quarries surrounding the town that would be the perfect habitat for these pokemon
Hoothoot and Noctowl - quiet woodland near the edge of town with plenty fields for catching voles
Magnemite and Magneton - We have a lot of abandoned factories in our town so i'd imagine they would enjoy that
Fennekin and Vulpix - We get a few foxes that look for scraps on the streets, probably found in the same areas as the trubbish

Rare:
Chansey - We have a rather large hospital with a maternity ward
Braviary - We have rare eagles that nest in the nearby cliffs

Legendary:
Kyogre - Something has to be causing the constant drizzle in Scotland!!!

Pets:
Growlithe, Houndour, Houndoom, Stoutland etc - Dogs..
Meowth, Glameow
Goldeen
Furret
