Dude it could be Windows 1.1 or even DOS for all I care. PSX was designed to be improved upon. Reason why PSX games get better looking graphics in the PS2 and PS3.
The Computer you can basically make PS1 look even better or good as PS4 games. There is still a limitation but that is the facts. Almost any PC could be turned into a universal PSX machine that takes all region discs with little or no problems. Even a 200Mhz machine could run PSX games reasonable.
