B2W2 was filled with references to water. Adding a new gym that was entirely water based, protagonists were wearing wetsuits, the marine tune, a floating ship, and so on.

The thing that stands out most is that Humilau City missed out on being a water theme park. It could have easily become a fully fledged theme park. Instead it's just a repeat of Pacifidlog Town. Yes, you can stand behind the Jellicent (or Frillish?) and look like you're a water Pokémon and you can walk through the marine tube and be in awe of the Pokémon above you but... it's not enough. Nimbasa can pretty much qualify as a proper theme park (although there are ways I would improve it) so why can't this city?

So with that said - let's say you had the budget to redesign the city into a water theme park. What would you change? How would you alter the gym? What's the city missing?

Bonus question: how would you encourage people to keep going back through the marine tube? Like it's a huge attraction and game wise most people are going to only see it once. How would you change that?
