i thought they only released a shaymin event where u just get shaymin, i never knew they had the event where u could get oak's letter to go to flower paradise

Yes that item was given out a while back.

The numbers are TM 76 (Stealth Rock) and TM 12 (Taunt)

Yes,the item has been given out for both the jap and the us games. You may can still get it, there is also the item for the darkrai out right now.

I didn't get Oak's letter but I managed to get the event Shaymin on the forums :3
It was legit too because if it wasn't I wouldn't have been able to get the Gracidea flower from the game either.
