Pokemon Flying over the Map

Hi, i wanted to ask how i can put a pokemon flying npc, like for example a Pidgeotto, and make him fly over all the map while you are playing, i don't know if you guys will be able to understand me, but i hope u do. If you guys can't understand me, i will edit the post again!

If you want an event to look like it's flying. there's an option called "always on top" on the bottom left of any event screen. Then you can set it's move rout to random and it'll fly around "above" everything. Sorry if that's not what you meant.

You'll need overworld sprites which can be found in the resources section as well.
