Apologies if this hypothesis has been posted before. I also only have a thin layer of supporting evidence (hence this is a hypothesis, not a theory).
In the 4th gen games (D/P/Pt), you can travel deep underground to mine for artifacts. These include evolutionary stones (supposedly formed in the crust/mantle), rocks, plates, bones, fragments and fossils.
If the world of Pokemon is anything like our world (huge assumption), things have to be buried for quite some time in order to reach such a depth of burial (or they formed lower down and are 'rising' through the crust).
Heart scales can be found buried under the ground in this area, does this make Luvdisc a (potential) surviving ancient-fish Pokemon such as Relicanth?
Luvdisc also has a very basic body-type which can sometimes indicate primordial or ancient life-forms (which have not evolved for generations).
