Blossom

Type: Fire/Ice
Ability: Levitate
Hidden Ability: Flash Fire

I see Bubbles as more of a Water type - hence her name. Bubble Beam would be one of her level-up moves.

I would definitely pick water for Bubbles. I think I would go with them as starters: Bubbles water, Blossom fire and Buttercup grass. Then the second typing for all three being flying obviously.
