Competitive HM Ideas

I've noticed that HM moves tend to be bad in competitive, so here's where I ask: What creative ideas would you guys have for more competitive HMs?

I'll start with Cut, which I think should be super effective against grass types (despite still being normal type) and have a higher base power with 100 accuracy, but maybe a lower PP.
