[Developing] Pokémon Revelations

Pokémon Revelations is a game set in the regions of Kanto, Johto, Hoenn and Calanto.

Calanto is a peaceful region without criminal organizations or legendary Pokemon. It has well-defined climates and a wide variety of natural resources, almost all non- rare species of Pokémon can be found in Calanto, for some reason shiny Pokémon can be more found easily, 1/10 of Pokémon found in Calanto are shiny and some legendary Pokémon are attracted by the beauty and peacefulness of the area. But this peace did not last long. With the constant flow of legendary Pokémon coming and going of the region, Calanto attracted the attention of criminal organizations from the nearby regions.

A new pokémon was discovered in the jungles of South America, his name is Mew.

They are a supposedly evil crime organization founded by Madam Boss:

But what are their real motivations? To steal Pokemon, right? Well, more less.
Madam Boss sent a team led by Miyamoto to capture Mew.
Her primary focus seems to be on making money and steal Pokémon.
But later they had another boss, with other goals. The Madame Boss's son and a Respected Gym Leader, his name is Giovanni:

Since Giovanni is the leader, they only run a reputable casino which serves as a secret base for the team and a respected gym. They even came to steal, but not Pokemon, they stole two specific items, the Silph Scope and the Master Ball.

But why do they need these things? All giovanni actions can be summarized to a single goal, or rather, a single being. This Guy:

Mewtwo, cloned from the legendary pokémon Mew, improved in the laboratory to be the most powerful Pokemon in the world. As everyone knows, Mewtwo fled, Red the current Kanto Champion, captured Mewto but could not control it and then released him. Mewtwo is psychic type, so it has a disadvantage against the ghost type.
Giovanni wanted Silph Scope to view and capture as many ghosts Pokémon him thought necessary to defeat Mewtwo. But as a good leader, Giovanni had a plan B, how Mewtwo was created to be the most powerful, he would easily defeat the Ghost Pokémon, but with the Master Ball, it could be captured without fail.
But why Giovanni needed a Pokémon strong as Mewtwo if he was already one of the strongest trainers in Kanto? Simple, he wanted to start a war against all other organizations. His plans were not stealing Pokémon, he had several objectives, to be the richest in the world, become the most powerful trainer, have the strongest pokémon and prevent the plans of other teams who wanted to destroy the world.
When he was defeated by Red in the Veridian City Gym, Giovanni revealed that as a child he was like Red but he knew of all teams and gave up his dream to try to save the world. Red made him realize that his way was making him a villain, he undid the rocket team and disappeared.
