Is this Japanese Dragonite card rare ?

Hi everyone ! It is my first post on this website and here's the reason I'm here: I was looking through my childhood Pokémon cards and found two Japanese cards. One of Gastly, that I found on eBay with no problem shortly after, and one with Dragonite. I can't find this one on the web, but maybe that's due to the fact I didn't search enough. Anyway, that's the reason I'm here, but I'll stay because it looks like to be a fantastic site ! What is this price of this card and is it rare ?
