Yes you can. It just wont show up in the pokedex until you get the NatDex

I don't really know if this should be here but... I've been trying to beat the Elite Four for about 2 months. I really want to trade over my Pokémon from Emerald and LG. My team is:

Empoleon: Level 75
Lucario: Level 35 (in training, new pokemon)
Ponyta: Level 38 (exp share)
Dialga: Level 53
Heracross: Level 15 (in training)
Munchlax: Level 13 (planning to evolve to Snorlax)

My team is very bad as you can tell. Also I only have one PP up. So there's another problem :(

What can I do to beat the Elite Four?

you can get them before via trading but they wont show up underground until you get nat dex

Oops, maybe they do only show up after yo get the NatDex, maybe I really only dug after I completed mine.

You dug them up after you got the National Dex. You can only dig up Shieldon or Cranidos (depends on the version of the game) before getting it.

Unfortunately, no. While the DS itself is not region-locked, Pal Park is. You will have to have the EU Diamond/Pearl to Pal Park from the EU Emerald.

Its a move you use with good prediction and in the proper moveset.. If the opponent raises its stats then the power of the move with raise and do more damage.

Punishment's base move power is 60. The same as a crunch. The move gains 20 more power for each stat boost the opponent has. Stat drops don't affect this moves power. For example:
My Pokemon uses swagger on the opponent's Pokemon.
The opponent's Pokemon gains two stages in attack.

Spoiler:

In case you didn't know, moves that affect stats can be affected in stages that start off in 0, have a min of -6 and have a max of 6 for each stat. For example: Growl can be used 6 times on the opponent's Pokemon until it doesn't do anything. Swords Dance, a move that sharply raises attack can be used 3 times until it doesn't do anything. Therefore, growl lowers attack by 1 stage and Swords Dance increases it by 2 stages. These effects wear off after the Pokemon switches or the battle is over.

My Pokemon then uses punishment. Base power 60. Opponent has 2 extra stages in attack. 2 x 20 = 40. 60 + 40 = 100.
Punishment now has a base power of 100.
Now, my Pokemon uses Tail Whip.
I use Punishment again. The move's base power is still 100 even though the opponent lost a stage since dropped stats don't affect Punishment.
Now, my Pokemon uses Growl.
I use Punishment again. The move's base power is now 80 since growl lowered the opponent's previously 2 stage attack to a 1 stage attack. 1 x 20 = 20. 60 + 20 = 80.

More specifically, Punishment has a minimum and maximum power of 1 and 200. Punishment's power is raised by 20 every time the opponent raises a certain stat one level. For example, if the opponent used Howl once, Punishment will become 20 Power. If they use Howl again, it becomes 40 power, and so on. However, if the opponent uses a move like Calm Mind, Punishment will become from 1 to 40 because both the Special Attack and Special Defense are raised one level. It's capped at 200.

Note that if you used the right items and matchups, the power can become up to 360. STAB + Dread Plate.

Edit: K, Serebii lied. Base power is apparently 60, not 1.

So your formula is [60 x (20 x Number of Boosts)] ≤ 200

You lost me at the part where you talked about using Growl.
But let me try to understand. If I lower a stage by using Tail Whip it doesn't effect Punishments BP but if I were to lower the foes stat using growl making a total of 2 stages lost it lowers the BP?

Also another question,
Is there such a lake called Grand Lake in DP?
