why is quagsire wearing lipstick?

That's not a Quagsire, it's a Wobbuffet. xD

However, the reason why Wobbuffet is wearing lipstick is becaue in DPPt they made the male and female sprites have a little difference. So, the female Wobbuffet was given the lipstick touch, while the male didn't have any. This gender difference was done to other Pokémon as well, but not all have differences in their sprite [yet].

Bunch of new screens from my English translation. Lately I've been translating all the menus and not battle stuff, to catch up with the "other" HGSS translators. A lot translations such as the Pokemon names, attack names, ability names and such, were copied straight from the English version of Platinum(Since Nintendo left text straight from Platinum in HGSS).

Since HGSS and Platinum have pretty much the same text layout, it's easy to copy and paste stuff straight from Platinum. However, there are a few new things that weren't in Platinum, that I also translated.

So yes, this will not only be a dialogue translation but, a full translation.
