It's fakemon made by fans. I didn't know there are fakemon on Pokemon Showdown.

Its part of Smogon's Create-A-Pokemon project. Showdown uses Smogon tiers so the CAP tier is incorporated into it as well.

I haven't touched PKMN essentials in a long time. My friends and I used to make maps, and we wrote stories, but could never balance the game. We would get to gym 2, and one time accidentally lost our progress in 1 game we made.
