Yeah, you can go mixed with it. Maybe DD / Outrage / Dragon Pulse / Grass Knot or Thunder. You could actually use Mild, since +1 Outrage already 2HKOs Uber Blissey.

Iron Tail has 75% accuracy, that's really low. Plus, most of the time Gyro Ball hits around 80-100. Like, Gengar is hit for 104 base power, iirc.

Why don't you just run CB if you are planning to use it as a bulky tank? It deals awful damage without a CB because of Steelix's low Attack. But, use Gyro Ball over Double-Edge, it gives Steelix another STAB move, and Double-Edge does crap coverage anyway. And, use Brave Nature if you are planning to use it as a tank.

Really just depends on the Pokemon. Here is a useful link for all the Nature descriptions.

Steelix is usually best with Careful / Sassy (if you use Gyro Ball) Nature, unless you're using a unique moveset.

Search "Gym Leaders" in Bulbapedia, it should be where they display the gym leaders' sprites.

No, sadly it only applies to the starter you obtained at the start of the game. Thus if you have chosen Bulbasaur at the start of the game, you can only learn THAT single Pokemon Frenzy Plant when it's a Venasaur. Same for Charmander and Squirtle.

in FR/LG, there's a move tutor on Sevii Island 2 who teaches Frenzy Plant, Hydro Canon and Blast Burn. However, this is ONLY possible to your starter you obtained at the start of the game.

Yeah, but it is usually better to outrun some threats can OHKO you, and if you outrun, you can OHKO them. :D Night Slash is better, hits Ghost- and Psychic-types just like what X-Scissor does (Ice Punch hits Grass-types for SE anyway).

Ice Punch for Gliscor, and if you don't use it, Heracross generally outclasses. Psycho Cut for a second STAB, and hits a lot things for neutrality. Night Slash can be used to hit Ghost- and Psychic-types harder. Will-O-Wisp can hit physical threats that switch-into you, so you can set-up on them. Shadow Sneak is pretty cool for hitting Gengar and Alakazam. EVs allow you to outrun Jolly Tyranitar, and the rest is put into HP. You can also run Jolly with the EV spread of 20 HP / 252 Atk / 236 Speed, it outruns neutral Speed Natured base 90's such as Adamant Lucario, etc.

You can ask for CB set, etc.
