Rare Candies aren't on every route for the Pokewalker. In fact, Rare Candies are only on two courses. One is Sinnoh Field, which takes 25,000 watts, or 500,000 steps (assuming you didn't waste any on the PokeRadar or Dowsing Machine) to unlock. The other is from an event yet to be announced.
