if you are using an emulator for Ice crystal, you can get a Smoochum from the Odd Egg in Goldenrod, if you save before you get it and hatch it by running up and down (on the right side of the main street, with the speed button ofc), you will eventually get one. I hacked in swinub in e the beginning for my run btw. and the water stone is hard to come by until after the E4. also, you can get Lapras after you get Surf in Ecruteak, which is the 4th gym (on fridays only though, so try to make it that way).
