I would throw reovery away...what would you use? Energy Ball or Giga Drain?
Energy Ball is more effective, but the advantage of Giga Drain is that you steal health from your enemy.

Idk...cause I just want to make this moveset for the celebi :
Thunder Wave, Perish Song, Baton Bass and Leech Seed.

Or maybe :
Thunder Wave, Leech Seed, Giga Drain/Energy Ball and Aqua Tail/Recover?

Can you clone? If yes then you can keep the celebi.

The (dis)advantage is that it has a naive nature.
This nature might be an advantage since you`re eving speed.

So you just need to give him 252 EVs on Sp.Atk/HP (But I think that Sp.Atk might be a better choice).
