I never got rid of him. I would always trade him to my red or blue, evolve him, and trade him back to Yellow. He doesn't follow you at that point though.

Sorry, it looks like you're out of luck. Bulbapedia says that the only places you can get a Qwilfish are Route 32 with super rod or on route 12. So there is no way to get one before the elite four.
