Hmm, well, from what I understand from that conversation and looking at the tutorial videos and stuff, PikaSav is a hacking program that can only be used on emulators.
I was looking through that thread and PokeSav seems to be a program which you can use to choose options as to what Pokemon you want (with specific stats, moves, qualities, etc.) and it generates a specific code for you which you have to enter manually on your action replay. PokeSav could work for you, but the guy did say it was outdated and I'm not sure if there was ever an AR/GameShark made for the N64 (seeing as it is a very old system).
Basically, from what I can tell, PikaSav is a hacking program used for emulations and PokeSav could potentially work for you but probably only if you had the actual game cart you want to hack on, meaning that let's say you wanted to get a shiny Umbreon with max stats on your Pokemon Silver version, you're gonna need your Silver cart along with an AR/GameShark device.
