Well, it's certainly an unconventional set. But, in theory, I see no reason why it wouldn't work. I mean, the only thing I can suggest is investing some EVs into Defesive stats.. but that's not even really necessary. By all standards, especially the way you described it, it seems like it should totally work out. Is this going to be a lead Politoed?
Using Politoed with anything but a Choice Scarf seems to not use Politoed to it's full potential, seeing as Politoed is chiefly used to set up Rain, try to attack as fast as possible with a wide variety of moves for more super effective hits on enemies, and die. But, you seem to have figured out a set that can keep Politoed alive for longer and allow it to actually play as a part of a team, not just a Rain summoner. It's also a damn good Scout, the way I see it.

It seems like everyone is running Moxie+Lum Berry. Which, in my opinion, is missing out on Scrafty strategic characteristics and focusing too much on it Sweeping abilities. Don't get me wrong, Scrafty is an excellent Physical Sweeper (with Dragon Dance? Yes please). but I want a Scrafty who can exploit its bulk. I mean, 115 in both Defenses? How can that be overlooked!? Rest is a great reliable recovery move and with Shed Skin it's not a problem. Rest can also make up for Life Orb recoil and failed HJK damage. I'm still up in the air between Ice Punch and Bulk Up. One for coverage, the other for power/defense. Both are awesome. I'm not sure about EVs though, 252 invented in HP serves my purposes, but I might just do the 252 Attack / 252 Speed / 4 HP shtick. And hey, knowing my luck some Smogonite already invented this set. -.-;;
