Thats probably the easiest way someone can understand it, as I include myself always to the more noobier people who like to ask the same question in 5 different ways.

But thats how I understand it most, also I think you should not forget the part of the tut where you make the platforms NTME pal 2 and the rest 3.
If I understood it right(The other day I was doing it in my Fr rom).
The 2 needs to have a seperate edited pal in APE, and the 3 another one in APE (Or its only in my ROM).
In VBA you can probably find both pals though, I didn't go too deep inside it as I wanted to make more research first.
