Anyway, currently the most extra Pokemon anyone has added is 25/26. They used the "blank spots" between Celebi and Treecko, which actually have something to do with the different Unown letters. You can edit the sprite with a tool such as unLZ.gba and you can edit the stats and move of your "new" Pokemon with a tool like YAPE. Both can be found in the Toolbox, the former being found in HackMew's tool thread, the latter having its own thread.
...re-reading your question you asked if there was a way to add them to the Pokedex... As far as I'm aware, that hasn't been managed, as of yet. So I certainly wouldn't know how to do it.

Well, on Advance Map 1.95, if you use the DNS system, you can actually change your map according to seasons. Like, there's a drop-down list, and it says "Day, Night, morning, summer, fall, spring, and winter" You can change the map for every single one of those and it would only be active during that season. So, you could have it all sunny for Summer, then do something where the leaves fall on some of the trees in the fall, and have everything snow-capped for the winter.

You should read the rules. It's getting very annoying having to report so many of your posts, and I'm sure the mods feel the same way about having to delete them. And if you want a tool for things, then learn to do it yourself, because nobody is going to spoon-feed you. I'm sorry if this seems rude but it is so frustrating when people can't make the effort to read the rules, but can make the effort to post in the threads of that section.
