Unless you're looking for a hack with all the Pokemon included in the game, not the ROM itself, in which case you're going to have to look in Emulation.

Try FireRed 386, Emerald 386, or any of the Ruby Destiny sagas.

HAcks Showcase in Emulation .
But you'll need LIPS , a patching program to pach the IPS . The community does not allow ROM linking , so search for a clean Ruby/FireRed or whatever ...

sadly , the SInnoh region has been invente after the GBA age ...
I'm pretty sure there are some hacks which have all Pokemon , but I am not such an expert ...

unfortunately there is no GBA game that has the sinnoh pokemon except for DarkCry a firered hack But I think it only has the Sinnnoh pokemon not sure though.
You could always download AdvanceMap and Put all them in whatever rom you are currently playing.

Umm, I'm not really an expert on this topic, but as far as I know there's an Emerald hack called Emerald 386 in which you can catch all Pokemon that existed at that time. I'm pretty sure you can find it somewhere in the emulation forums.
