Yes! Try not to use a static "front" or "side" view, and make sure to use your perspective and foreshortening. :D
You could do that for the background, or I'm not sure how, but emphasize how hot it is. If it's still night make sure you see those freaking bright lights.
Eww, I have memories of going to the dirt races that my cousin (or my father's cousin, some family member) entered in. Muggy hot, stale dirt in the air, super loud cars and pain-splitting-headache-educing lights.

You've got more room, I really think you should use it. I know that the summer races sorta counts as a summer theme but you've not captured any "summery" feelings.
This is a very strange thing to say, but your car has no emotion. It's not organic, and it's positioned dead center. As a general rule in art you avoid placing things "neatly", as it becomes boring.
With your actual pixeling technique, the only thing I can point out is that dither does not have to be 50% all the time. I know it comes from a doll site, but it works.

Yeah I'll send the Dex data that's already been created, also...The old stuff you sent...I DIDN'T EVEN KNOW YOU STILL HAD THAT!! lol I was looking through and a ton of it's really useful so I'm going to be putting the legends dex datas together.
