Personally, I would recommend hacking gen 3 games (fire red, emerald) if you don't know anything because the community has way more tutorials and guides on gen 3 stuff than gen 2.

Hmm.... If I had to take a guess I'd say the orange, blue, and grey represent regirock, regice, and registeel. This hack is looking great though. You could easily implement a battle frontier since you'd just repeat the scripts you have for the battle marsh. But great job nonetheless.
The most important thing to look for is symmetry as the other have said. The second is probably putting as much as you can on a single pallete. Keep your pallete diverse so you can convert other tiles into it.

I've never did it before but maybe try making sure the new pallets matches up. Also study wesleys surf sprites in sprite editor tool or something and see what he did.
I think a good way to increase difficulty to enourage thinking and strategy is to limit the healing items the player can use. Make healing items expensive or limit the amount of money the player can get, so they have to ration and use their items wisely. Ruby Destiny Life of guardians did this...
