The best way would be to add it to the Overworld, use the overworld editing tool. You could donwload it off the community. You could make a script that will make the Pokemon and you move according the data that says to how you are supposed to move.

What do you want to know about it? If you ask me which I think is better for hacking:
I used to think Ruby/Saff was the better one, but now I believe it is Fr/Lg. I myself am using Firered for my hack.

I learned it that way.
