Actually, the only thing that's different is Earthquake. You need to beat Byron to be able to use Strength, which is required to get down to that area in Wayward Cave.

First off, you need to LEVEL UP YOUR TEAM! Bryon's Pokemon range from levels 37-41, so use the VS Seeker for trainer remaches and get more experience.

About Recover on Latias: Doesn't Recover heal less HP in Hail? If so, would Psychic or Psyshock be a good alternative as a secondary STAB?
Hail is probably my favorite weather in the world of Pokemon battling. It's not as common as Sandstorm or Sun or Rain, but it is a viable strategy. I don't have much experience using hail, however, and I'd like some advice and help on completing this team. Here's what I've got so far...
You can really only get 1 Grass Knot TM and that's from defeating the Eterna City Gym Leader, which I see you're rather close to.. As far as Black Sludge, I'm not sure.
Thing with Grass Knot is, there are a lot of Hikers in DPPt, and all or most of them use heavy Rock types like Geodude and Graveller, so Grass Knot is fairly useful.
Wild Croagunk sometimes are found holding Black Sludge.

Hope I helped. I really recommend you use HM slaves for HMs, and Evolve the other pokemon. But that's about it.
You can find an Earthquake TM in-game somewhere pre-Elite Four, but I'm not sure where.
Until you do, Dig works just as well, since opponents rarely use Earthquake against you.
You could try something like this:
Iron Head
Earthquake
Rock Slide
Thunder Wave
Paralyze the opponent with Thunder Wave, then use Iron Head or Rock Slide to flinch it to death. Earthquake + Rock Slide is for alternate coverage. Since it's in game, give it the King's Rock to increase chance...
Either Walrein or Glalie would be your options for Ice Types. Actually, they're pretty much your only Ice options.
Exploud or Delcatty are really the only decent Normal Types in Gen III.
