Yeah, that's how it works.

However, when a Pokémon is in the PokéWalker, if it were to learn a move at the extra one level, it wouldn't learn it and if it were to evolve it wouldn't evolve. So, in a way, it's a good thing it only gains one level at a time.

It reminds me of Pokemon Coloseum graphically.
Gee, I guess it has, I didn't think of that. Even GB and GBC has more ground to cover, hacking is forever being explored though somehow I think it'll be unlikely pokemon hacks will ever stray from GBA. Not very detailed ones anyway.
Completed hacks, there are very few completed hacks but the ones I can remember:
Pokemon Brown - Red Hack - finished
rijonAdventures - Fire Red Hack - Close to final release?
Liquid Crystal - Fire Red Hack - Finished I think
Ruby Destiny: Reign of Legends - Ruby Hack - Finished
Ruby Destiny: Rescue Rangers - Ruby Hack - Finished
After that there's a lot of hacks with beta's you could try out.
I really don't know the answer to that question though I thought they'd have said "APRIL FOOLS" by now XD
