Like I said. Goto VBA's palette viewer, when you're next to the tile you want, or within the view.
(I guess I didn't tell you that :D)

The same way you would do in any other Game. HEX.
You go into VBA, palette viewer, then search for the full row of palettes(reversed)(e.g. 1234 in VBA = 3412 in hex) Then you change them to the color you want.(hex ID of course)
