Thanks, but all it is really is practice. practice and knowing when to stop xD one of my main faults was packing to many worthless features in there.

Well if you pulled it from say google images there is a chance that it was already streched out and resized, as a tip i would say you should go somewhere like Bulbapedia or PLDH.net for official pokemon art. Also your background seemed low quality due to the colours that were used. if you use a picture that used only set colours like black blue and purple it would look a lot better.
Also I'm guessing you saved it as a jpeg. that is a big no no, always save your work as a PNG if you want it to look high quality.
Then if you follow something like that you may end up with something like this
