That's extremely judgmental imo, simply because moving takes a lot of capital and also is extremely time consuming, and if you move without a job lined up in your new city you're basically scrambling to pay the bills because you spent a hell of a lot of money on the combination of the security deposit, first month's rent, and whatever you spent moving your things and yourself to your new city. Moving is a thing you need to have money in the bank to do.
And besides, maybe they like the city for everything aside from the fact that rent is prohibitively expensive.
