It was in Black and White where beating the Elite Four was a requirement for getting access to Volcarona, not in Black 2 and White 2. In Black 2 and White 2, the requirement was beating Clay to get access to the PWT. This is because the PWT connects to the Relic Passage, which connects to the Relic Castle where Volcarona is.
