It's only a once a year festival... And really the only major thing dutch about it is the dutch dancing/dutch dancing costumes and the tulips.
Other than that (besides the prominent Christian community in the area), it's not all that dutch.

There's a dutch festival every year in my town, but the only people I know of who can speak dutch are my grandparents on one side of the family.
