route 17, check your champlog it tells you
Ionia and route 17, it's a small city. Look around
you haven't tried everything, do the yasuo/fisherman event
for lissandra go to sejuani's route (route 4) and go north east
Twitch is at the top right of the sewers, once you beaten/caught him tlak to the scientists again. Do the gym and then you can find jinx.
The tower is in shurima, the boots are in mogron.
Get mobi boots from mogron pass and use them to climb the tower. I don't want to spoil the fun of discovering things by yourself but it looks like I have to.
