Latios can boltbeam (something that gengar lost in this generation) has access to the almighty draco meteor (gengar's best STAB move has 40 less base power) and has moves like psychic and surf. It also has recovery + cm which makes it even more threatening.

Gengar has none of those advantages and also sports a much lower hp/defense stat and way way lesser s.def stat.

I think its 130 base s.atk + 110 speed warrant it being uber. It already outspeeds and overpowers lots of pokemon, and putting a scarf/specs makes it that much more dangerous. It also has natural bulk which makes it really hard to kill it (with a special attack). If specs latias causes as much damage as it does with 20 less base points, think of specs latios.
