About scripting:
Scripting in game making is a lot different from scripting in hacking. Scripting in hacking is making events (talking events, ect.), while scripting in game making is adding new features to the system itself, for example, the possibility of adding a dual screen or wifi trading. So you won't really need scripts unless you want to add extra features (or change things such as menu's or add mobile phones, or whatever xD). The main thing you use for making the game is events and making events is pretty straight forward :P
There are also many scripts out there that people have made public. You can just copy paste those into your game to get extra features :) Although poccils starter kit already has almost everything a Pokemon ROM already has, except for things such as online trading, mystery gift, dual screen and stuff of the newer games (such as the new moves of the 4th gen). Another major disadvantage of game making is that there are only about 10 battle animations incorporated :\ It'll take some work to either rip those from ROM's or to make them, but hey I'm getting way ahead of myself, you're still not sure whether to turn it into a game yet ^^
Anyway, I personally think that that there are way more advantages such as inserting (like you said, copy/paste :D), there are no pallette issues, you have much more room (so the game can be a lot bigger), and the tilesets can become huge which allows a big variety in tiles :), adding things such as moves and Pokemon is a lot easier, there are just a lot less limits to game making than to ROM hacking... :P
But it's your decision, I'm just giving you my insights xD
