Affirmative. Your character's just supposed to be the unassuming, yet somewhat talented, well-rounded individual, whom the BL scouts have been tracking for a while. No special connections have influenced their decisions. You can if you want, be regionally famous, that is you may have saved a cat or foiled a burglary in Newcastle and be mentioned in the local papers there, but you're not allowed to be nationally, nor internationally, famous.
If by puzzle, you mean that I'll give you all the tools necessary to solve the problem at hand, then yes. That's to say, a standard post will have me describe the scene (with relevant details and some red herrings) and you're pretty much free to combine the things you find in your environment with the things in your inventory as long as the produced solution is logical and not too absurd. I draw the line at using Magic or an improbable machine. I won't warn you about it, but I'll post to show the funny side of thins in that case. ;D
