Scald > Surf on 90% of occasions for me.
Especially on rain, you wont be able to see much of a difference in power.
And if you really want to hit harder, then Hydro pump is the way to go, assuming you have rain.

It is a hacked. I hack check it and it seems that the scizor is either from an "Instant Egg" AR code or hacked by some external device. If you look at the blackliste pokemons in the trade corner, you will see the OT and the ID with different blacklisted pokemon.
