Yeah, I replace'em using the program A-tack. I wish I knew how to add more moves. But A-tack is really good for replacing attacks. It lets you change the name, and everything about the attack except the animation.

Some of the abilities the 4th/5th gen pokemon have are already in 3rd gen. If a 4th/5th gen pokemon has 2 brand new abilities that wasn't in the 3rd, I try to give them similar abilities. For example, I just inserted audino but none of it's abilities was in 3rd gen. So I simply gave it Chansey's abilities because they're both very similar. But Most of the 4th/5th gen pokemon at least have 1 ability that's already been in the 3rd. Some are the pokemon's DW Ability. Example, Durant's Swarm and Hustle.

As for the moves, it's the same thing. I just find animations that suit that particular attack I want to insert. Example, Featherdance looks ALOT like Roost. You can also go over very weak moves that barely any pokemon has such as Water Sport(That move that weakens fire type attacks...So useless because only water pokemon can learn that move but fire doesn't even hurt them! smh) I went over it for Scald.

Yeah that's my most annoying part too lol. Cause you have to be careful, you don't want a Heatmor using Water Pulse.

Yeah, once you get the hang of it, it'll go pretty quickly. Just have most of the tools opened and have whichever website you use for their information(I use Serebii.net) and pretty much copy/paste what it says.

It's pretty simple if you have all of the tools in front of you along with the sprite. It usually takes me about 10-15 minutes to Fully insert a pokemon. Meaning it's stats, movepool, information, sprites, and icon. Could take a couple minutes longer if the pokemon knows alot of moves, leading me to decide which ones it'll learn at which level.

What you're mentioning sounds a lot like a graphical ROM base minus letting other people create their own games on top of it so I'm not entirely sure. We haven't had any submissions of that type beforehand so I'll have to consult with gira so we can have an official position on this. I'll let you know once we've determined what to do :D

It's because they're the only sprites that doesn't have a 64x64 sprite... :)

I dunno when I gonna do that, I think I'll have to focus on the 5th and 4th gen this time.. :)

I only got the shiny front for Heatmor. It didn't come out good as I had to resize it. I got it off of Floatzel's sprites. Try googling Floatzel.net sprites. It should pop up
