Ah! I think it's because here, in the UK, year 11 is basically the final year of high school. We don't have middle school, so it goes from primary school (from nursery, reception up to year 6) to high school (starting from year 7, going up to year 11) and then finishing. There is also year 12s in some schools (not in mine), but year 12/13 is known as sixth form and is optional! :P it's basically an extra couple of years of education.
