I can't really. That would need a PowerSave. I also don't know how to do that with a PowerSave, but I hear you would need a PKMN that is captured by the trainer who you want to know their TSV.

Well, according to the Google searches I landed on, it's possible to do some RNG manipulation in HeartGold/SoulSilver, and it's also possible to catch a shiny Mewtwo in the game. :/
