A Hardcore Reasonable Randomizer?

    I've never made a Pokemon Hack, or any Hack, in my life, I was just wondering, Would it be possible, and How hard would it be, to create a Gen III Randomizer Tool with these stipulations (Sorry if this just seems like a complete mess, The main differences from the Reasonable Randomizer are that Randomization is based on Catch Rate for wild pokemon and Exp Base (Kind of) for trainer Pokemon):

    General:
    - Starters are all lowest in 3 stage Evolution and follow a Rock>Paper>Scissors Pattern

    - Maybe, have a way for the Randomizer to make sure there is at least one pokemon from each evolution family in the wild (Nidoran F and Illumise being the only requirement for their bizarre breeding families)

    - Evolution Changes: Trade + Item Evolutions only require to use the Item (Marval Scale added to game)
    Kadabra (Lv 36)-> Alakazam
    Graveler (Lv 41)-> Golem
    Haunter (Lv 41)-> Gengar
    Machoke (Lv 46)-> Machamp

    Wild Pokemon:
    - Wild Pokemon are randomized in a way so that Pokemon are only replaced with Pokemon in the same (FRLG) habitat (Grassland, Forest, Rough Terrain, Water's Edge, Sea, Mountain, Cave, Urban)

    - The Randomizer trends towards Pokemon with similar catch rates (Catch Rates would have to be fixed (i.e. not 45) for Fossils, Starters, and Pseudo-Legendaries)

    - No Baby, Stone-evolved, Item-evolved, Cover Legendary, or Mystical Legendary Pokemon in the wild

    - No Pokemon with Shadow Tag (Wynaut, Wobbafet) or Arena Trap (Diglett, Dugtrio, and Trapinch's second ability) in wild

    - Fishing will only get you Water 2 Egg Group Pokemon

    - Rock Smash will only get you Mineral Egg Group Pokemon, except Voltorb/Electrode

    Trainers:
    - Everyone's AI set to whatever the smartest is.

    - All Trainer Movesets are Battle Frontier movesets. Including Held Item and EV spread (https://dl.dropboxusercontent.com/u/57303795/EmeraldBattleFrontierComplete.xlsx)

    - The Randomizer only replaces the Pokemon based on what the Battle Frontier group of the original Pokemon is:
    >Group 1: Entry 1-162
    >Group 2: Entries 163-267 or 268-372 (Two possible movesets)
    >Group 3: Entries 373-468, 469-564, 565-660, or 661-756 (Four possible movesets), or 801-836 (Eight possible movesets for these Nine Pokemon)

    - Trainers retain their specialty:
    Aqua/Magma Grunt: Dark Type, BF Group 1
    Aqua/Magma Admin: Dark Type, BF Group 2
    Aqua/Magma Leader: Dark Type, BF Group 3
    Pokemon Ranger: BF Group 2
    Ace Trainer: BF Group 3

    Youngster/Lass: Grassland Habitat
    Beauty: ??? (Water's Edge Habitat, Non-Water 2/3 Egg Group?)
    Hiker: Cave/Mountain Habitat
    Picnicker/Camper: Forest Habitat (Non-Bug/Flying/Grass Egg Group?)
    Sailor: Sea Habitat
    Swimmer: Sea/Water's Edge Habitat
    Tuber: Water's Edge Habitat

    Bug Catcher: Bug Egg-group, BF Group 1
    Bug Maniac: Bug Egg-group, BF Group 2/3
    Bird Keeper: Flying Egg-group
    Fisherman: Water 2 Egg-group
    Poke Maniac: Monster Egg-Group
    Aroma Lady: Grass Egg-Group
    Ninja Boy: Poison-type, Non-grass Egg-Group
    Dragon Tamer: Dragon Egg-group, Non-Poison-Type
    Blackbelt/Battle Girl: Primary Fighting-Type, BF Group 1
    Expert: Primary Fighting-Type, BF Group 2/3
    Guitarist: Electric-Type
    Kindler: Fire-Type
    Hex Maniac: Ghost-Type
    Psychic: Psychic-Type
    Parasol Lady: ??? (Rain Dance in moveset?)
    Twins: ??? (Helping Hand or Follow Me in moveset?)
    Ruin Maniac: Rock/Ground/Steel-Type, Cacnea Line
    Pokemon Breeder: Baby Pokemon
    Rich Boy/Lady: Normal/Dark-Type, Field Egg Group
    Gentleman: Meowth-line, Snubull-line, Eevee, Smeargle
    Poke Fan: ???
    Poke Collector: ???
    Triathlete: ??? (Maybe Higher BF Level Guitarist, Swimmer, and Bird Keeper?)
