4th Gen AHHH!!! Raikou and Entei!

I'm playing HeartGold on my 3DS and can't catch Entei and Raikou! I have no idea where suicine is. Anyway, I caught Ho-oh using an ultra ball.

I locate entei and raikou using the map and encounter them, but even with ghastly using mean look, the dogs manage to run away! It makes no sense, how can you run away under mean look?!

My questions are:

1. Is the ultra ball good enough to catch them, like it was with ho-oh?
2. What are things I can do to increase my chances of catching them?
3. Is it true only the master ball can catch Mewtwo and is Mewtwo even in Heart Gold?

As for Suicune, you need to meet it few times before you can capture it on route north from Cerulean.

They run by using Roar, maybe?

1. Of course, as any other ball.
2. Um... nothing really.
3. Mew2 is in Unknown Dungeon and you can capture it without using Master Ball.
