As Paree said, Bulbasaur doesn't want to evolve, so it won't. Not saying it can't, just that it won't. Squirtle wasn't given an episode dedicated to it not wishing to evolve unlike Bulbasaur, but it WAS nonetheless implied that it most likely won't evolve either due to it being the leader of the Squirtle Squad, which had a massive rivalry with the Wartortle Squad.

None of the Oaked pokemon are coming back for a long duration.Sceptile and Bayleef came back for Sinnoh League.

ok and i watch the movie Pokémon: Lucario and the Mystery of Mew and Lucario will be back ?
and i see ash have aura he will Use it again ?

I'm pretty sure that Lucario died at the end of that movie, so not gonna happen.

yes i see ok and ash will use again his aura ?
I recall he used his aura to sense a Riolu (this was in a DP episode) but other than that he barely used his aura powers.

Writers did not forget Pidgeot.Its because they wanted pidgeot to leave.
IMO, Ash lies to pidgeot so that it'll agree to leave.Else, it wouldn't have agreed to leave ash's party.
We have had some characters in the anime use legendaries, like Brandon and Tobias but as far as I'm aware legendaries are often off-limits in terms of the main cast's teams.
