4th Gen Battle tower question

I just want to know, are the AI's pokemon in the battle tower have all maxed out IV's and EV's in the single lv50 challenge? Because it seems to me once I get pass palmer 21st battle, the opponents suddenly get a power boost of x10

Seems like EVs are maxed. Not so sure about IVs though.
