Changing the level that pokemon don't listen to the player when a certain switch is on?

    In my game I will have a Hard mode that is activated with a switch. As one of the features of hard mode I want to make it so non-traded pokemon won't listen to the player after level 15 for the first gym, and so on, but I don't want to change the levels that pokemon disobey if the switch isn't on.
    How do I make it so I can change the levels they start disobeying through a switch?
