  • Rules reguarding the Modified format can be found in the Pokemon Organized Play Floor Rules (requires Adobe Acrobat Reader to view). Basically this is the Modified Format:

    POP Floor Rules said:
    Modified Constructed Deck Format
Modified decks may include cards from the following Pok?mon trading card game sets:
    ? Expedition? expansion
    ? Aquapolis? expansion
    ? Skyridge? expansion
? EX Ruby & Sapphire? expansion
    ? EX Sandstorm? expansion
    ? EX Dragon? expansion
? Any new post-EX Dragon? expansion
? Promotional cards numbered 001 and higher
With the exception of basic Energy cards and previously printed cards that appear in current sets, players may not use cards from older Pok?mon sets. New sets are allowed as soon as the product has been released.

The Modified format isn't a madatory way to play, it is only one of the sanctionable formats for official tournaments. If your talking about the normal deck restrictions (60-cards, no more, no less; no more than 4 of any same card title, etc.) that information can be found on page 15 of the EX: Dragon rule book. Hope this helps,
