For clubs, if you want to start a member fan club, you first have to PM the person you want to start a club for through PM and get them to post in the sticky in Member Fanclubs. For other clubs, go to Mixed Community Groups, make sure the club you want to make hasn't been made yet and make it in either Other Clubs (for non Pokemon or member related clubs), or Pokemon clubs (For any club related to Pokemon).
