By complete do they mean catch all or see?
if i have to catch i'm gonna have to find a friend to help get other Lati or I might be tempted to cheat just for that....
If you have or would obtain Colosseum, it may be worth it simply to collect the starters via that. All three 2nd forms of the starters are available (one is early in the game; the other two are very late, but you can choose which to obtain first). Plus, it's a lot less work than collecting all the pokemon, especially if you'll have to cheat to do it.
