    Hi i'm jin and i would now if is possible make a pokemon game whitout a pokemon rom base!
    if yes what is the program?

    n.b. i'm italian i would know if speack anglish well or not!

    There are MANY Programs, the easiest is the RPG maker. Go to the Creative discussion forum, to see, what you can do with it.
